yeah, decoy, dvd shrink does, pretty much, the same thing that all the other apps do: allows you to drop unnecessary menus, audio tracks, subtitles, etc. to fit a dual layer commercial dvd film onto a single layer 4.7 GB DVD+-R. what dvd shrink DOESN'T do: actually burn the disc. you can use Nero or whatever you already own to do it. afterdawn.com has a great tutorial for using nero to do the burning portion of the job.

afterdawn.com has links to software downloads for several items, including dvd shrink. freeware, small download, appears to be spyware free. because it's gray-market, the guy is cautious about profit from its distribution.
