maybe they use the fences as sand fence. to keep the sand from flying away. here they're used on the north/northwest side of the roads to keep snow from drinfing into the roads.

generally, they favor those fences to keep folks from trashing the dunes by playing on them or just walking on them too much. if the dunes go, the beach erodes, and that's that.
